can be literally translated "unloading which, judging from all the circumstances, cannot be regarded as unloading".
Ministry of Foreign Affairs in written reply to enquiries explains this to mean, for example, "cases which cannot ordinaril be regarded as unloading such as when a cargo is unloaded from a British vessel by Chinese junks and, for no proper reason is taken to a point on the coast other than place for which it is
destined".
Mr. Howe informs me it is not normally practicable for junks or lighters carrying cargo from ocean going ships to
discharge it in more than one port.
